Four layers, not one permit
Seawall work can involve up to four distinct layers: a City of Cape Coral permit; signed and sealed site-specific engineering by a Florida-registered professional engineer; state Environmental Resource Permit or exemption questions under Chapter 62-330; and, in some circumstances, federal authorization — the U.S. Army Corps of Engineers' SAJ-91 regional general permit is the reference point there.
